Clicking a floating "find" input doesn't switch focus

Issue description

Chrome Version       : 70.0.3538.77

What steps will reproduce the problem?
(1) have 2 chrome windows open
(2) press CMD+f on chrome window-1 to open the "find" floating input box
(3) start typing on chrome window-2, then click on the floating "find" input box back on chrome window-1. Start typing anything.

What is the expected result?
I expect to start typing in the "find" box in chrome window-1

What happens instead?
The focus is not switched between windows. You end up typing in the previous place you had selected (chrome window-2).

Please provide any additional information below. Attach a screenshot if
possible.

I am running this on Mac with 2 monitors, so my chrome windows are on different "workspaces" (ie. are fullscreen on each monitor)
