[Vayne] Many app icons are displaying with default icon in launcher & shelf

Chrome OS version: 11021.79.0, 70.0.3538.107 stable channel vayne

What steps will reproduce the problem?
No exact repro steps

(1) Device had 2 user accounts
(2) AU from M69 stable (10895.78.0, 69.0.3497.120) to M70 stable (11021.79.0, 70.0.3538.107)
(3) Login to owner user & observe launcher apps list, launcher search results, app icons in shelf

What is the expected result?

What happens instead?
Some of the app icons are displaying in default icon in launcher & shelf. Attached screenshots.

Flappy bird and duolingo look like arc++ apps.

So, I looked into crash report one more time. Nothing dangerous found except
[1504:1694:1114/111257.187094:ERROR:disk_cache.cc(168)] Unable to create cache
So I think here is the problem with disk integrity. I also quickly verified restoring icons and it works as expected. At this moment I close this as not reproducible unless we have more reports.
In case you see the device in this state, please bring it to me if possible.
