Investigate if "pairing changed" notification is necessary

Issue description

Smart Lock currently displays the following notification if it detects that a second Chromebook on the user account has changed the host:

Smart Lock phone changed
Next time, a new phone will unlock this <ph name="DEVICE_TYPE">$1<ex>Chromebook</ex></ph>. Turn off Smart Lock in Settings.

I'm concerned that this may be redundant with a very similar Better Together notification which is shown in the same event:

<ph name="DEVICE_NAME">$1<ex>Pixel XL</ex></ph> added
Chromebook connected to a new phone

Shiba, do you have any thoughts on this?

I got ahead of myself thinking about this from a UX perspective first; we need to check with Security first to determine if we change things here. I'll get that conversation started.
