SELECT dropdown does not render in the correct place or size

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3608.4 Safari/537.36 Steps to reproduce the problem: 1. load a page with a form containing a select element 2. click the select element 3. What is the expected behavior? dropdown aligns correctly with the select element, sizing of values aligns with style choices of site or appropriate to ui What went wrong? select/form renders incorrectly Did this work before? Yes Chrome version: 72.0.3608.4 Channel: dev OS Version: OS X 10.14.2 Flash Version: have some testing flags, on dev- maybe a local configuration issue. Seems like this would be an obvious regression. Happy to help figure out what's causing it.

Is it a Retina display? Do you have multiple connected displays?

Tested the issue on chrome reported version# 72.0.3608.4 on different Mac OS versions and observations are as follows: For Mac 10.14.0 MacBook Air: Tested the issue with Primary monitor as MacBook Air 10.14.0 and extended monitor as HP desktop, didn't observed any incorrect behaviour of dropdown menus. For Mac 10.13.6 MacBook Pro: Tested the issue with Primary monitor as MacBook Pro 10.13.6 and extended monitor as HP desktop, didn't observed any incorrect behaviour of dropdown menus. For Mac 10.14.1 MacBook Pro: Tested the issue on MacBook Pro(with Touch Bar) 10.14.1, didn't observed any incorrect behaviour of dropdown menus. @Reporter: Please find the above mentioned observations and provide your feedback/configuration where you are seeing the issue for further triaging. Thanks!

Are there any easy ways to express the flags/config options I'm using for comparison? Also I'll try and work a basic test case- though it's not easy!
