missing tabs, address bar, and bookmarks

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36

Steps to reproduce the problem:
1. bring mouse to top of screen

What is the expected behavior?
hidden tabs, address and bookmark bar would drop down

What went wrong?
they no longer drop down

Did this work before? Yes unknown, was forced into current build after not updating for over 3 months

Chrome version: 70.0.3538.102  Channel: stable

6464yoshiman@ Thanks for the issue.

Tested this issue on Mac OS 10.13.6 on the reported version 70.0.3538.102 and the latest Canary 72.0.3610.2 and unable to reproduce the issue by following the below steps.

1. Launched Chrome in fullscreen mode.
2. In Mac settings -> View, Checked the 'Always show Toolbar in Full screen' option.
3. Hovered the mouse on the top of the screen and could observe that the tabs, bookmarks bar are dropped down.
Attached is the screen cast for reference.

Request you to check and confirm if anything is missed from our end in triaging the issue.
