Sourcemap does not properly update its files

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/70.0.3538.77 Chrome/70.0.3538.77 Safari/537.36

Steps to reproduce the problem:
1. build web app
2. make change in file
3. build web app
4. look for file with change
5. find old state

What is the expected behavior?
1. build web app
2. make change in file
3. build web app
4. look for file with change
5. find new state

What went wrong?
old state is shown but should be new one

Did this work before? Yes 69.0.3497.100

Please provide more detailed steps to repro.
I can't add data. The source-map was not updated while the webserver had. Something with caching probably?

Sorry I can't help more. I can test it again when u think it is resolved. Currently i'm working on an older version.

lucas, if you can create a small sample repo where we can reproduce this, i'll definitely reopen.
unfortunately we cant' fix it otherwise.
