Input onchange not fired when using native arrows

Reported by henni.di...@googlemail.com, Nov 14

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36

Steps to reproduce the problem:
1. Create an input of type number
2. User the native arrows to increase the value multiple times without moving the mouse.
3. See this fiddle to reproduce: https://jsfiddle.net/3ujLcf15/8/ or the attached gif

What is the expected behavior?
The method should be fired on every click.

What went wrong?
The method is fired on the first click, but not on the second, third and so on. When the mouse is moved the event is fired.

Did this work before? N/A
