What steps will reproduce the problem?
(1)Sign into user and Sign out
(2)In Sign out screen >> From ubertray,enable Onscreen keyboard 
(3)Press Ctrl+Alt+shift+R to get Powerwash screen
(4)Pop up & down the Onscreen keyboard and observe weird flickering of powerwash screen

Actual: Flickering of powerwash screen is seen when Onscreen keyboard is popped up & down
Expected: No flickering should be seen when Onscreen is popped up & down

This is a Regression issue as same is working fine in M-70 stable
