Issue descriptionChrome Version: 71.0.3578.53 (Official Build) Revision 599fb72e740eab9d10609f1ed28a2ad669f82c1a-refs/branch-heads/3578@{#669}(32/64-bit) OS: Windows(7,8,8.1,10) ,Mac(10.13.1 , 10.13.6 , 10.14.2) and Linux(14.04 LTS) Steps to reproduce: 1. Launch chrome, navigate to chrome://flags, click on 'Reset all to default' and relaunch browser. 2. Click on 'gear' icon and click on 'chrome backgrounds'. 3. Double click on any collection and press 'Tab' key and then 'Shift + Tab' key to move focus highlight in reverse order 4. Now press 'Down arrow' key and move focus highlight to last tile to RHS and observe focus highlight Actual: Blue focus highlight appears chopped from RHS Expected: Blue focus highlight should be seen properly This is Regression issue seen in M-70, and below is the bisect info. Note: 1.Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message. 2.Tried on other machines but still getting the same error again. 3.Unable to perform 'chromium bisect' script as issue is not reproducible on chromium builds, hence providing suspect through Manual change-log. 4.Above issue is seen only on remote NTP not on local NTP.

I can't reproduce this on Mac of Linux, rpise@ could you please provide more information?

Update: @kmilka: Rechecked the above issue on Windows(7,8,8.1,10), Mac(10.13.1 , 10.13.6 , 10.14.2), Linux(14.04 LTS) using latest canary build #72.0.3615.0 and the issue is still reproducible. Please refer the attached screen-cast. Thank You..!!
