Actual : Movement of permission bubble is seen while entering into full-screen mode.

This is a regression issue, broken in 'M-72', and below is the bisect info:
Good Build: 72.0.3589.0 (Revision:601811)
Bad Build : 72.0.3590.0 (Revision:602167)

You are probably looking for a change made after 601952 (known good), but no later than 601980 (first known bad).

Suspecting: r601971 ?

@Ahmed Fakhry: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note:
1. Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message, Tried on other machines but still getting the same error again.
2. Issue is not reproducible on Win(7,8,8.1,10) and Linux(14.04 LTS).

Kindly refer the screen-cast for reference.
Thank You..!!

Routing to thakis@. From what I can tell this seems to be a regression made by removing special case code for mac anchor rects in https://chromium-review.googlesource.com/c/chromium/src/+/1240513/
