Regression: Movement of permission bubble is seen while entering into full-screen mode.

Issue descriptionChrome Version:72.0.3609.3 (Official Build) Revision 7e51571a56ab79bbd1683dc2245b031e32126ec3-refs/branch-heads/3609@{#4} (64-bit) OS: Mac(10.13.1 , 10.13.6 , 10.14.2) OS Test-URL: https://permission.site/ Steps to reproduce: 1. Launch chrome, navigate to above URL and uncheck 'Always show Toolbar in Full-screen'. 2. Click on any option(like notification, Location...) on the permission.site page so that permission bubble appears. 3. Now enter into Full-screen mode by clicking on Green icon of Traffic Signal. 4. Observe the permission bubble while entering into full screen. Actual : Movement of permission bubble is seen while entering into full-screen mode. Expected: No such movement should be seen. This is a regression issue, broken in 'M-72', and below is the bisect info: Good Build: 72.0.3589.0 (Revision:601811) Bad Build : 72.0.3590.0 (Revision:602167) You are probably looking for a change made after 601952 (known good), but no later than 601980 (first known bad). Note: 1. Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message, Tried on other machines but still getting the same error again. 2. Issue is not reproducible on Win(7,8,8.1,10) and Linux(14.04 LTS). Kindly refer the screen-cast for reference. Thank You..!!
