We've added tooltip for the individual icons inside unified system tray using the standard tooltip logic. See Issue 888072.
We want to make them displayed in the similar style as the shelf app icons.

It will be good if we reuse logic in ash/shelf/tooltip_*.
Another thing we potentially want would be to extend views::View tooltip to support such relocation of a tooltip.
