Regression : Flickering of tabs is seen while detaching a NTP with print preview window opened.

Issue descriptionChrome Version : 72.0.3609.3 (Official Build) 7e51571a56ab79bbd1683dc2245b031e32126ec3-refs/branch-heads/3609@{#4} 64 bit OS : Mac(10.13.6, 10.13.1, 10.14.2) What steps will reproduce the problem? 1. Launch chrome, open two NTPs and open Print Preview in second NTP. 2. Now, try to drag the second NTP slightly downwards. (Kindly review an attached screencast) 3. Observe the current tab while dragging. Actual Result : Flickering of tabs is seen while detaching a tab with print preview window opened. Expected Result : Tabs should not flicker while detaching a current tab. Note: 1. Unable to reproduce issue in Windows (7,8,10) and Linux(14.04 LTS) OS. 2. Bisecting with 'per-revision' script shows an error "We don't have enough builds to bisect", hence provided suspect through Chromium bisect. Thank you..!
