Fix ChromeOS.Apps.IntentPickerAction

ChromeOS.Apps.IntentPickerAction is reporting ERROR in 93%+ of the cases, which seems suspicions.

As an initial thought, maybe the broken point must be either apps_navigation_throttle or arc_external_protocol_dialog.

Not sure about the component of this, please adjust as you see fit o/
