right click menu on top bar and file select window is tiny on 4k display

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36

Steps to reproduce the problem:
1. Open chrome on a 4k display and right click along the top bar (not on a tab).
2. Click on something to save or upload a file and the window is also tiny.

What is the expected behavior?
The menus and file windows should scale up the same as the rest of the program.

What went wrong?
All other scaling is correct. It's just the top bar right click menu that is way too tiny.

Then when I uploaded an image here, I found the file window is also tiny.

Did this work before? N/A 

Chrome version: 70.0.3538.102  Channel: stable
OS Version: 10.0
Flash Version: 

The menus are all normal size if I right click anywhere else, so it seems more like a bug than a display setting. I'm scaling at the recommended 250%, with overall resolution at 3840x2160. It's a new laptop so it's my first 4k display.

I've attached a file that is a normal menu when I right click on a tab. I figure the tiny ones should look like that too.

Tried checking the issue on reported chrome version 70.0.3538.102 using Windows 10 Surface Pro with the below mentioned steps.

System Settings:
----------------
Scale and layout 200%(Recommended)
Resolution: 2736*1824(Recommended)
Browser Zoom: 100%

1. Launched Chrome
2. Right Clicked on top bar
Observed the menu was properly scaled without tiny fonts.

@Reporter: Could you please let us know if the issue is specific to 4K monitor. Any further inputs from your end may be helpful.
Yes, we just got a new laptop (dell xps) with a 4k screen, so it's the
first time I've seen this issue.

I haven't tried to Uninstall and reinstall yet. I might try that later.

Today I opened Chrome and it was all teeny tiny. I uninstalled, restarted
and then reinstalled. That fixed it.
Weird, but at least it's working normally again.
