Should not display suggest line when switch to another keyboard

Platform 11254.0.0 dev-channel bob test
Firmware Google_bob 8785.262.0
Google_Input_Tools_Version:72.0.20181106.220280811

Steps:
1.Switch to any English keyboard
2.Tap any words
3.Switch to another English keyboard

Actual:
Will auto display suggest words
refers to attached video

Expected:
Should restore to original status without any suggest word (with functions icon display ) when switch to another keyboard

After switch to another US keyboard,can not switch to HW panel immediately , effect user experience for using HW panel ;
