Handwriting not works for most of keyboards

Steps:
1.Switch to hw panel 
3.Drawing sth

Actual:
From Japanese keyboard , till following kewboard, Handwriting not works
see attached video

Note:
1.It is ok above zhuyin keyboard
2.Only repro in bob device, include pad mode
3.Try it in scarlet pad, it not repro

Also repro in Scarlet lab ,
Just only tap in some latin languages with have no suggest words displayed(Gesture not works for some Latin languages) ; then switch to another xkb keyboard, also repro hw not works issue;

Yingbing, this may be an issue the team is investigating. Merge it to existing bug if there is one.
