Installing an android app created a new page

Chrome Version: 71.0.3578.49 (Official Build) beta (64-bit)

This occurred after doing some cleanup of my app list pages, including deleting at least one visible page. After installing the Android version of Gmail, i noticed that it appeared by itself on page 2 / 5 ( previously i had 4 pages). Installing an app on page 1 did not move the new app, i.e. it does not appear to be overflow.

Weidongg, I'm pretty sure you fixed this but steven's version is pretty recent. Did the fix not get merged to M-71, or is this a new regression?

Either way targeting M-72 for this one.

The version should include the fix. I could not repro this on ToT, I will try several more times to figure out the repro steps.
