Upload firmware / factory per-board metadata.json for failed builds.

GE imports firmware / factory build results via metadata.json. However, since we only upload them from firmware/factorybranch builders if the build passes, GE only knows about successful builds.

So... upload metadata.json on failure with enough information for GE.
