To repro:

disable  "Always show toolbar in Fullscreen" on mac.
Make window tab full screen
move the mouse to the top of the screen to re-show the tabs and/or toolbar

Result:
toolbar and tabs aren't shown

Expected:
Those to show when moving mouse to top.

This is apparently a regression.
