Role Selection Populating, not reacting

Reported by ets.ii...@gmail.com, Nov 13

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36

Example URL:
https://caaspp.ets.org/TOMS

Steps to reproduce the problem:
1. Go to CAASPP Login page @https://caaspp.ets.org/
2. Login, receive MFA code via email
3. proceed to role selection page, select program and role, click ok.

What is the expected behavior?
Once the ok button is clicked, the end user should be redirected to the program website (CAASPP/ELPAC) aligning with the role they selected.

What went wrong?
When the ok button is clicked in Chrome 70.0.3588.102, user is informed the must select a role. Cancel button does work, and puts user back on login page. Logout button does work, and puts user back on login page. Issue did not appear until immediately after updating to version 70.0.3588.102 this morning, and can be replicated after restart of browser. Cannot be replicated in other browsers.

This issue requires a secure login to replicate. I would be glad to share my desktop for troubleshooting. Our internal team is investigating as well, in case there is a code issue. The issue does not occur in previous versions of Chrome, current versions of IE or Firefox. Have not attempted to replicate on different OS. I haven't found another report of similar issues, though I believe other sites use similar role-based access pages.
