Before we dupe this, the features listed above need to be tracked in the other bug so that Andrii has a list of requirements to work from. We can't drop any features on the floor by accident. In particular, we need an answer for experimental status (a huge topic). Also, History-Aware submission exists here. We also need to check on timeout handling.
