I think it had to do with importing the ARC container version into the cbuildbot run time environment.

It's hard to do reliably early on in the build, and this stage was the resulting hack. It's probably not needed, but you can quickly get into rebuilding and redesigning how Android PFQ and Android Ebuilds work.

Okay, sounds like we have more decisions to be made here then? That will be a blocker for this.
