This doesn't make sense in a Recipes world, can we close this Won't Fix?

We have to be able to launch cbuildbot instances from older branches when ToT is running Recipes so this is very much needed. Actually, this was the core reason for the Recipes proposal in the 2020 doc in the first place: infra code to be ToT Recipies; Build code to be branched CBuildBot.
