Force sign in dialog doesn't have close button on mac

Issue description

OS: Mac

What steps will reproduce the problem?
(1) Enable ForceBrowserSignin policy
(2) Open Chrome, create a new Profile

What is the expected result?
Signin dialog opened.

What happens instead?
Signin dialog opened. However, user can't close the dialog as there is no close button.

How does one set the ForceSignIn policy? Is there a command-line switch I can pass?
Setting up policy on mac needs management tool like Profile Manager. However, I find a workaround solution.

Hm - I'm not successfully getting this dialog to appear. After I've done the steps in that doc, what do I need to do to make the dialog show?
The dialog is shown for the profile that is not signed in. You could open UserManger and create a new profile to ensure the dialog.

Also, chrome://policy page shows whether the policy value is set successfully or not.
