NotReadableError when using getUserMedia

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36

Steps to reproduce the problem:
1. Go to https://webrtc.github.io/samples/src/content/getusermedia/gum/
2. Click 'Open Camera'
3. NotReadableError will display and video does not start (see attached image)

What is the expected behavior?
Video should start after clicking Open Camera. 

What went wrong?
I cannot get video to start. I've tried other webrtc apps and I get the same NotReadableError on Chrome

Did this work before? Yes Not sure, I think it was working maybe 2 weeks ago

Does this work in other browsers? Yes

Chrome version: 70.0.3538.102  Channel: stable
OS Version: OS X 10.14.1
Flash Version: 

This site works in FF, so I don't have any other sites that are requesting access for camera. I've also tried closing all my Chrome tabs and restarted laptop, but it still does not work. Camera setting are set to ask permission and they are set to allowed.

Unable to reproduce the issue on mac 10.14.0 using chrome reported version #70.0.3538.102 and latest canary #72.0.3608.4.
Attached a screen shot for reference.

Following are the steps followed to reproduce the issue.
------------
1. Navigated to https://webrtc.github.io/samples/src/content/getusermedia/gum/
2. Clicked 'Open Camera'
3. Did not display any NotReadableError and the video started as expected.

reporter@ - Could you please check the issue on latest canary #72.0.3608.4 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Figured it out! My mac privacy settings somehow got set to not allow camera access on Chrome. Thanks for the suggestion to test on canary. It prompted me to allow camera access for Canary so I also checked what the settings were for Chrome. Suggest to have better error description/documentation for NotReadableError. Thanks for your help!
