DevTools cannot edit styles for media files

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36

Steps to reproduce the problem:
1. Choose any local media file (mp3, ogg) and launch it in Chrome. The URL will be like "file:///media/.../media-file.ogg" in the address bar.

2. Right click on the page --> Choose "Inspect"

3. Try to click any style in the Style pane any elements, it won't work. There are no checkboxes next to the styles, nor can the styles be edited.

What is the expected behavior?
The styles in the Styles pane should be editable for all viewable file types, including media files.

What went wrong?
Styles for local media files are not editable.

Chrome version: 70.0.3538.102  Channel: stable
OS Version: Linux Mint 18.3 Cinnamon 3.6.7
Flash Version: 

Styles can be added by clicking "New Style Rule", but the added style cannot be selected or edited.

Local HTML files styles are editable.

It's a user-agent style so you can't edit it - by design, AFAIK.
You can make a copy of the declaration and edit it.
Status: WontFix (was: Unconfirmed)
Working as intended, UA stylesheets are read-only.
