Switching keyboard layouts with Caps Lock doesn't work

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36 Steps to reproduce the problem: Add alternative system keyboard layout 1. Open System Preferences, Keyboard, Input Sources 2. Press + to add Ukrainian -> Ukrainian 3. Select settings: * Show input in menu bar * Use Cpas Lock key to Switch to and from US * Automatically switch to a document's input source What is the expected behavior? Once language layout is added open TextEdit, create New Document * Type 'qerty' see text 'qwerty' appear * Quick tap "Caps Lock", Note that Caps Lock didn't lit up * Type 'qwerty' see 'йцукен' appear What went wrong? Open Chrome * Type 'qwerty' into address bar see text 'qwerty' appear * Quick tap "Caps Lock", Note that caps lock lit up (WRONG!) * Type 'qwerty', see 'QWERTY' and language didn't change Did this work before? Yes Chrome version: 70.0.3538.102 Channel: stable OS Version: OS X 10.13.6 Flash Version: I am now unable to switch language from US because of some Chrome changes

Hello! I found that issue is not persistent. It was buggy for some time, even after a restart, but now it is working again.
