Steps to reproduce the problem:
Add alternative system keyboard layout
1. Open System Preferences, Keyboard, Input Sources
2. Press + to add Ukrainian -> Ukrainian
3. Select settings:
 * Show input in menu bar
 * Use Cpas Lock key to Switch to and from US
 * Automatically switch to a document's input source

What is the expected behavior?
Once language layout is added open TextEdit, create New Document
 * Type 'qerty' see text 'qwerty' appear
 * Quick tap "Caps Lock", Note that Caps Lock didn't lit up
 * Type 'qwerty' see 'йцукен' appear

What went wrong?
Open Chrome
 * Type 'qwerty' into address bar see text 'qwerty' appear
 * Quick tap "Caps Lock", Note that caps lock lit up (WRONG!)
 * Type 'qwerty', see 'QWERTY' and language didn't change
