Enterprise customers spend a lot of time testing specific versions of extensions before they deploy to thousands of employees.  They are requesting a Policy or the modification of an existing policy (eg. ExtensionSettings) to be able to pin extensions to a specific version.

Perhaps this feature could be added as part of the work for Manifest v3 (https://blog.chromium.org/2018/10/trustworthy-chrome-extensions-by-default.html).
