Description:
when you enable Unified desktop it doesn't respect the monitor orientation.
I don't have the proper HW to correctly reproduce this issue, but this is what I can reproduce.

Steps to reproduce: 
enable unified desktop mode in the chrome://flags https://drive.google.com/file/d/10IGHEmny4BfElNp-nNFcK80wKCWalUB2/view?usp=sharing
rotate both the monitor to 90 or 270
