Unified desktop doesn't comply with screens orientation |

Issue descriptionChromeOS version: 69.0.3497.95 / 70.0.3538.76 ChromeOS device model: any Case#: 17467856 Description: when you enable Unified desktop it doesn't respect the monitor orientation. I don't have the proper HW to correctly reproduce this issue, but this is what I can reproduce.
