UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36

Steps to reproduce the problem:
1.relaunch
2.complete uninstall and clean out temp files 
3. reinstalled from stand alone installer

What is the expected behavior?
On clicking Google chrome Icon, normally Chrome browser opens and the taskbar/desktop would be stable, like any program on launch

What went wrong?
This issue has been on my pc for the past 3 weeks. On launching Chrome from taskbar or desktop shortcut. All icons on taskbar/desktop refresh, also of not CPU at 98% during launch
