Regression: Transparent trace of virtual keyboard is seen while opening input methods in floating mode

OS:Chrome OS 

What steps will reproduce the problem?
(1)Sign into user >>Open chrome://settings/languages >>Input method 
(2)Turn On the toggle button of 'Show input options in the shelf' 
(3)Keep the virtual keyboard  in Floating mode
(4)Click on Input methods >> Select any input method and observe virtual keyboard while opening

Actual: Transparent trace is seen while opening input methods of virtual keyboard in floating mode
Expected:No such transparent traces should be seen while opening input methods of virtual keyboard in floating mode

This is a Regression issue as same is working fine in M-69

Downgrading pri. Seems like an issue with the virtual keyboard UI latency.

Need to investigate where the latency is coming from.
