Regression: Unwanted glimpse of notification settings are seen after clicking Done button in notification settings

Chrome Version: 70.0.3538.104/11021.77.0 stable-channel Reks

What steps will reproduce the problem?
(1)Sign into user >> Open Playstore >> Install any app
(2)Go to Download manager notifications at shelf 
(3)Click on Notification settings >>Block all notifications >>click Done and observe

Actual: Unwanted glimpse of notification settings is seen again after clicking Done button of notification settings
Expected: No such unwanted traces should be seen after clicking Done button of notification settings 

This is a Regression issue as same is working fine in M-69

Issue is vivid on Google Chrome: 72.0.3612.0 Platform: 11267.0.0 nautilus

Steps:
1. Take a Screenshot and dismiss it.
