What steps will reproduce the problem?
1)Sign into User -> Go to chrome://settings/changePicture page
(2)Select any Animated picture(Ex: Dragon) -> now click on Uber Tray and observe animation effect is seen missing at profile picture
(Please refer Video)

Note : Animation effect is seen only at Sign out screen

Expected: Animation effect should be seen for profile picture of User at Uber Tray
Actual: Instead animation effect is seen missing for profile picture at Uber Tray

This is Non-Regression Issue seen from M-62
