Dup functions for HW->?123 layout.

Issue description

Version 72.0.3606.0(platform 11256.0.0-18.11.12) dev-channel kevin test
Google_Input_Tools_Version:72.0.20181106.220280811

REPRO STEPS:
1.Switch to any keyboard.
2.Switch to HW layout.
3.Touch the low-left '?123' key -> The '?123' layout pops up, and 1st line icon changes to be HW,Mode, Settings, the low-left key changes to be 'ABC'.
4. Touch 'ABC' key.

Actual result:
HW layout pops up.
Now the question is: in step #3, there's two keys (1st line HW icon, and low-left ABC') exists at the same time can goes to HW layout.

Expected:
Touching 'ABC' key goes back to main layout.

talked with Gongcheng, below is our agreement:
from qwerty > Handwriting > symbols, change "abc" to "back" which allow user just back to Handwriting rather than qwerty, and change "handwriting icon" to "keyboard icons" in handwriting symbol mode

Handwriting keyboard is the main layout, after switched from qwerty mode to handwriting mode.
So "abc" key goes back to the handwriting keyboard, not the qwerty keyboard. This enables the key to toggle between main keyboard and symbol keyboard.
It is the upper key that need to switch to qwerty instead of handwriting.
