On Lock screen, Accent window not pop up for other keyboard than US |

Actual result: 3.1 Accent window ')'pops up, and ')' is submitted if tap on it. 4.1 No accent window pops up.

Not having popup is expected behavior. In full (as opposed to compact) layout, the secondary label on a top row key is just a hint for Shift state symbol on that key, not a hint for available popup characters. We probably want to remove the popup in US keyboard to make it consistent across all accessibility keyboards. Lower the Pri. because it's not a missing functionality but an extra functionality.
