altfw for tianocore does not work on sarien

Issue description

As per [1] altfw does not work on sarien when used to boot tianocore.

Instructions to produce a firmware image with tianocore in it:

USE="altfw tianocore -cb_legacy_tianocore" emerge-sarien chromeos-bootimage

then boot that firmware (in dev mode) and press '2' to boot into Tianocore.

Apparently this goes into recovery mode instead of starting tianocore.

Ah I did not know I had to press 2, what doesn't work is pressing Ctrl+L.

I don't have a working panel on this system so I was relying on the serial console and it doesn't really indicate I need to do something different than press Ctrl+L like before.

Pressing 2 does seem to work, so this is at least functional and usable to unblock other work in this area.
Ah that's great news. The Ctrl-L menu is ready to go into the CQ now, so this won't be for long.
