Keyboard can not pop up in spreadsheet in most of time

Version 72.0.3606.0
Platform 11254.0.0 dev-channel bob test
Firmware Google_bob 8785.262.0
Google_Input_Tools_Version:72.0.20181106.220280811

Steps:
1.Go to spreadsheet
2.Focus on any cell

Actual:
keyboard can not pop up

Note:
1.Switch to A11y keybaord, must tap vk icon in task bar ,can pop up keyboard
2.Sometimes can pop up , but most of time can not pop up keyboard
3.Also repro in Pad (acer /DRU)

you need double tap the cell. Make sure the cursor flash.

yes, double tap the cell, cursor flash, vk also not pop up ;
