1-2 second machine freeze/hesitation when viewing some websites

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36 Steps to reproduce the problem: 1. This happens on SOME pages. I cannot determine why. 2. Move mouse around while loading, you will see things freeze up for about 1-2 seconds while the page is loading. So if you are moving your mouse during the page load then your mouse is not where it should be after. 4. This does NOT happen when using EDGE What is the expected behavior? Expected a smooth page load that does not interfere with the basic core functionality of windows. It freezes the mouse and other applications for 1-2 seconds when you try to load some pages. Mouse and other core windows functions freeze up for 1-2 seconds. Did this work before? N/A Chrome version: 70.0.3538.77 Channel: n/a OS Version: 10.0 Flash Version: No problems with this site when using IE / EDGE. No hesitation at all.

ebturner3000@ Thanks for the issue. Tested this issue on Windows 10 on the reported version 70.0.3538.77, latest Stable 70.0.3538.102 and latest Canary 72.0.3608.4 and unable to reproduce the issue by following the below steps. 1. Launched Chrome and navigated to the above given URLs. 2. Started moving the mouse around in circles while the page is loading and couldn't observe any freeze for 1 or 2 seconds. 3. Tried reproducing the issue by reloading the page, but no freeze is observed. Attached is the screen cast for reference. Request you to check and confirm if anything is missed from our end in triaging the issue. Also request you to update Chrome to the latest Stable 70.0.3538.102, retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations. Thanks..
