Steps To Reproduce:
(1)Install recovery image of Chrome OS 11021.77.0
(2)Look at OOBE
(3)

Expected Result:

Actual Result:
Keyboard and mouse are not working.
Still didn't work after reboot device also.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
repro only one device.
What is the impact to the user, and is there a workaround? If so, what is
it?
