SVG text highligh doesn't work properly with tspan

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36 OPR/56.0.3051.99 Steps to reproduce the problem: 1. Create a SVG with a <text> in it 2. Add a sentence inside <text> with N words and put each of it inside a <tspan> 3. Try to highlight two words What is the expected behavior? The two words are highlighted What went wrong? Only one word is highlighted Did this work before? Yes 69.0.3497.100 Chrome version: 70.0.3538.77 Channel: n/a OS Version: Ubuntu 16.04 Flash Version: Shockwave Flash 31.0 r0 In early versions of Chrome this was working as expected. In other browsers like Firefox, Edge and Safari this is working properly. I check this bug when I was using a text annotation tool called Brat, you can reproduce the bug using this link http://weaver.nlplab.org/~brat/demo/latest/#/000012

Bisected to r585346 so this is a duplicate of bug 897752 fixed in Chrome 72. It seems the fix won't be merged to Chrome 71, not sure why.
