Chromium/Chrome crashes when swiping away notification [Regression]

Issue description

Chrome Version       : 70.0.3538.77
OS Version:  Ubuntu 16.04
URLs (if applicable) : 
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox: OK
    IE/Edge:

What steps will reproduce the problem?
1. Get any push notification, e.g. from facebook messenger
2. Swipe it away using a touchscreen

What is the expected result?

The notification goes away

What happens instead of that?

Chromium crashes

Please provide any additional information below. Attach a screenshot if
possible.

UserAgentString: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/70.0.3538.77 Chrome/70.0.3538.77 Safari/537.36

Can you provide a crash report from chrome://crashes? Or is this a chromium build? If so where did you get the chromium build?

What window manager is being used on the Ubuntu distro?
The issue appears both in regular Chrome and in Chromium, from the standard Xenial repositories. The most recent crash ID in Chrome is 56d9c537f7d22753, I'm not sure how to enable crash logging in Chromium.

I'm using the default Unity DE.

Does it happen with the ToT version of chromium (https://download-chromium.appspot.com/)? It looks like a duplicate of issue 895883 which had a fix land yesterday.
