Chromebook 14 (CB3-431) HDMI output stopped working after upgrade to v70

Issue description

ChromeOS version: 70.0.3538.76
ChromeOS device model: Edgar
Case#: 17261230

Description:
After upgrade to v70 (possibly v69, conflicting data) "The chromebook behaves as if there is no hdmi cable attached". Downgrading to 68.0.3440.118 helps, so it doesn't seem to be an issue with peripherals, but regression.
They tried another cable.
Happens on all devices from the same make and model.
Output device is projector.

I have confirmed that version 69 does not work either.
Is there anything we can do to get this fixed?  All of our teacher chromebooks are frozen at version 68, since they need to project.  I am available if you need any more information.

There have been no further updates on this issue and it's been some days. 
To be able to troubleshoot these issues, we usually need a full description of the setup, including the external monitor type, cable etc. used. Since this requires us to have the hardware in-house, it can sometimes be difficult to fix.
I have been able to reproduce the issue using a Amazon Basic HDMI cord attached to a monitor.  It doesn't occur with just projectors, the chromebook doesn't seem to recognize anything is plugged in.  If you want me to troubleshoot and collect logs, let me know.

Can you please give us the list of what's going to be required so we can follow up with affected user to collect all this information? 
Our teacher chromeboooks are stuck at version 68 until this issue is resolved.  I'm attaching the results of chrome://gpu for version 68 (hdmi mirroring works) and the current version 71 ( does not work).  Please let me know if there is anything I can do to move this along.
