NavigationManager::AddRestoreCompletionCallback API is added so that cookie clearing works with WKBasedNavigationManager's async session restore (see crbug/890381). It will not be needed after //ios/web exposes a well-defined API for cookie clearing, instead of relying on SetWebUsageEnabled.
