Similar to how we use madvice(MADV_FREE) on other platforms, we can use ZX_VMO_OP_DECOMMIT to decommit pages on Fuchsia during purge. This will prevent potential spikes in discardable memory usage and ensure that the limit defined in the discardable memory manager is respected.
