Same original policy violation from Google.com every time

Issue description

Chrome Version: 71.0.3578.44 (Official Build) beta (64-bit)
OS: Linux

What steps will reproduce the problem?
(1) Go to google.com

What is the expected result?
The google home page

What happens instead?
I get: 

Well, well, well. What do we have here? An Origin Policy violation.

And what do we not have? A page!

You're trying to go to: https://www.google.com/
The policy applies to: https://www.google.com

This appears to be the error message added in https://chromium-review.googlesource.com/c/chromium/src/+/1204170/16/components/security_interstitials/core/browser/resources/interstitial_origin_policy.html

The only flag I have set is --enable-experimental-web-platform-features.

I upgraded to the new version of chrome today, but didn't see the problem immediately. Now it has happened, it happens every single time.

Thank you for the report, and my apologies for screwing that up. A temporary fix has  been committed at tip-of-tree (and should be in dev versions shortly); we're still debating whether to back-merge to current beta.

Main tracking bug is 901477.
