Windows icons on desktop and task bar are re-loaded every time I start chrome

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36

Steps to reproduce the problem:
1. run chrome
2. 
3. 

What is the expected behavior?
icons on the desktop or task bar not re-loading (all become white then oryginal icon images return

What went wrong?
after latest update this behaviour started to occur

Did this work before? N/A 

Chrome version: 70.0.3538.77  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
