Issue descriptionChrome Version: 72.0.3608.0 (Official Build) Revision 13a876533812d5e196bca2b1c60634dc14a79700-refs/branch-heads/3608@{#1} (32/64 bit) OS: Windows (7, 8, 8.1, 10), Mac (10.13.1, 10.13.6, 10.14.1) and Linux (14.04) What steps will reproduce the problem? (1) Launch chrome, navigate to chrome:/apps/ page and launch any app (ex. chrome webstore). (2) Observe in omnibox while page loading. Actual: Favicon is seen grey in omnibox while loading webpage. Expected: Favicon should be seen blue in omnibox while loading webpage. This is a regression issue, broken in 'M72', below is bisect info: Good Build:72.0.3605.0 (Revision: 606282) Bad Build: 72.0.3606.0 (Revision: 606693) CHANGE-LOG URL: https://chromium.googlesource.com/chromium/src/+log/72.0.3605.0..72.0.3606.0?pretty=fuller&n=10000 Suspecting: r606620 ? @pbos: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner. NOTE: 1) Providing suspect using manually because unable to perform bisect using 'per-revision' and 'chromium' script. 2) Tried performing 'per revision' bisect on multiple Windows and Mac machines but unable to perform the same since getting following error: - Error message on Mac OS:[Errno 2] No such file or directory error message. - Error message on Windows OS: RuntimeError: We don't have enough builds to bisect. 3) Tried performing 'chromium' bisect on multiple Windows but unable to perform the same since getting following error: - "File is not a zip file" error message is thrown.
