OS: Windows(7,8,8.1,10), Mac (10.13.1, 10.13.6, 10.14.2), Linux (14.04 LTS)

Steps to reproduce:
1.Launch chrome and navigate to chrome://flags, click on 'Reset all to default' and relaunch browser.
2.Navigate to 'chrome://settings/fonts' and change minimum font size to huge.
3.On Remote NTP , click on gear icon to open the overlay and then click on custom backgrounds.
4.Observe the text on 'Cancel' and 'Done' buttons on Select a collection overlay.

Actual  : Text on 'Cancel' and 'Done' buttons is seen misaligned.
Expected: Text on 'Cancel' and 'Done' buttons should not be misaligned.

This is Regression issue seen in M-70, and below is the bisect info:
Good Build: 70.0.3537.0(587303)
Bad Build : 70.0.3538.0(587811)

Suspecting: r587382 ?

@sweilun: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note:
1. Providing suspect through 'Change-Log' because unable to perform bisect using 'per-revision' and 'chromium bisect' script.
2. Tried performing 'per revision' bisect on multiple Windows, Mac machines but unable to perform the same since getting "RuntimeError: We don't have enough builds to bisect" error .
3. Unable to perform 'chromium bisect' script as issue is not reproducible on chromium builds. 
4. This is an issue with remote NTP.
