(Webrtc) Screensharing video only send RTCP XR without signaling in SDPs

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36

Steps to reproduce the problem:
When publishing webrtc screensharing VP8 (video only), our SFU is receiving RTCP packets of type 207 (should be XR) that was not signaled in SDPs.

What is the expected behavior?
If sending XR should be signaled in SDPs

What went wrong?
breaks some mechanism in our SFU

As per comment #0 and #3, the issue seems to be out of TE-scope as it is related to Sdps and sending RTCP XR. Hence, adding label TE-NeedsTriageHelp for further investigation from dev team.

Erik, are we missing signaling here?
Yes, negotiation was never implemented for this. We're working on replacing this whole message with a new one (not RTCP XR, and with proper negotiation) so doubt it's worth spending time improving here.
As noted it's not a regression, it's been like this for nearly two years.
The XR block is the sender-side congestion control feedback message - long term plan is to replace it with draft-ietf-avtcore-cc-feedback-message.

It's not polite to send feedback to units that don't handle them, but does it cause any harm apart from wasted bandwidth and extra log messages?


Anecdotally, I have had to spend time investigating this when we saw disk usage approaching exceeding alarm quotas.

Let me know where I should send invoices for the time spent on such cases if that helps ;-)
