Regression : Unable to zoom in page using space bar key from wrench menu zoom option.

Issue description

Version: 72.0.3608.0 (Official Build) Revision 13a876533812d5e196bca2b1c60634dc14a79700-refs/branch-heads/3608@{#1}(64-bit)
OS: Mac OS X(10.13.1,10.14.1,10.13.6)

What steps will reproduce the problem?
1. Launch chrome,navigate to NTP and click on 'Customize and control Google Chrome' iron icon to open wrench menu.
2. Now hover mouse over '+' icon of zoom option and press space bar key continuously,observe
 
Actual: Unable to zoom in and zoom out page using space bar key from wrench menu zoom option
Expected: Should be able to zoom in and zoom out using space bar key from wrench menu zoom option

This is regression issue, broken in ‘M 70’ and below is the bisect info :
Good build: 70.0.3535.0 (Revision: 586475)
Bad build:  70.0.3536.0 (Revision: 587136)
 
You are probably looking for a change made after 586715 (known good), but no later than 586716 (first known bad).

Note : 
1. This issue is also reproducible on M-70 stable (build # 70.0.3538.102), M-71 Beta (build # 71.0.3578.44) and M-72 Dev (build # 72.0.3602.2)
2. Issue is not seen on Windows (7,8,8.1,10) and Linux (14.04 LTS) OS

Wow, something is quite messed up in the menu event handling code. Self-assigning for M72. I bet this affects Windows and Linux as well.
